Head of Strategic Workforce Planning is required for a permanent role paying £52,519.58 plus £2835.11 London Allowance (if London-based only) per annum with the British Transport Police (BTP) based at any of our main BTP Hubs; Camden, London, Birmingham, Manchester, Leeds, Cardiff or Glasgow. This role offers a blended approach of home and office working.

BTP is the national police force for the rail network throughout Great Britain, including London Underground, across which we ensure the safety and security of nearly 3 billion passenger journeys and over 100 million tons of freight every year. The world in which we work is fast-paced, operationally and commercially demanding, and constantly changing. 

As Head of Strategic Workforce Planning with BTP, you will work with a broad range of internal stakeholders to embed a new approach to strategic workforce planning, setting direction and ensuring alignment with our strategy, vision, values and spending review/financial planning priorities. This is a newly created role for BTP and you will be instrumental in shaping the workforce of the future for BTP.

As Head of Strategic Workforce Planning, you will:

  • Have ownership of the co-ordination and maintenance of a 3-year workforce plan, which is aligned to our strategic priorities, financial planning and wider transformation agenda. You will ensure this plan is regularly refreshed to reflect changes in market conditions and policing demand.
  • Work collaboratively across the People and Culture, Finance and Commercial, Analysis and Insight, Resource planning and operational divisions to influence and ensure future demand is accurately forecast and supply routes are effectively managed.
  • Lead the People Analytics team in building and implementing an approach to data which delivers integrated dashboards between various people systems and provide key insights for BTP to take an evidence-based approach to decisions.
  • Scan economic and workforce trends in public sector and wider market to predict the potential impact of this on turnover or skills shortfalls and make recommendations for remedies.
  • Prepare reports for Committees on workforce planning data and analysis of trends.

The successful Head of Strategic Workforce Planning will be required to evidence the following:

  • A recognised professional qualification (e.g. MCIPD qualified).
  • Demonstratable experience in leading the development of organisational strategies and plans.
  • Strong stakeholder management and communication skills.
  • Ability to analyse and present data in an engaging and insightful manner.

BTP has undertaken a review of Police Staff pensions and as a result of this the Police Staff pension will be changing. The current police staff pension is a Defined Benefit scheme which is administered by the Railways Pension scheme. The new pension scheme which is launching is a Defined Contribution scheme which is administered by Royal London. The new pension scheme is awaiting formal approval and an introductory date is not finalised.
