Finance and Audit Manager is required for a permanent role on a full time or part time basis paying £52,519.58 to £62,212.31 pro rata (dependent on experience) plus £2,835.11 London Allowance per annum with British Transport Police Authority (BTPA) based in Force Headquarters, Camden, London.

This role is currently hybrid with 40% office based and 60% home working but there is flexibility.

 

The British Transport Police Authority (BTPA) is the independent oversight body of the British Transport Police (BTP). It was formally established under the Railways and Transport Safety Act 2003 and is responsible for ensuring an efficient and effective police force for rail operators, their staff and passengers. Its duties and functions are similar to those of the Scottish Police Authority or a Police and Crime Commissioner in England and Wales, but it oversees a force that is responsible for policing a much wider area – the railways of Great Britain.

 

BTPA is made up of fifteen Members appointed by the Department for Transport and supported by a small Executive Team. Members provide knowledge and experience of issues that concern passengers, the railway industry, railway employees and the devolved nations.

 

BTP is the national police force for the rail network throughout Great Britain, including London Underground, across which we ensure the safety and security of nearly 3 billion passenger journeys and over 100 million tons of freight every year.

 

The role of Finance and Audit Manager is perfect for an ambitious, dynamic individual who is seeking the opportunity for greater ownership and autonomy to build relationships, add value and make a difference. 

 

As Finance and Audit Manager with BTPA you will take a leading role in the effective management of finance and internal controls, including oversight of risk management and internal/external audit of the BTPA.

 

Partner with colleagues and stakeholders across the Authority, BTP and government to collate assurance and reporting across the three Lines of Defence to enable the BTPA Executive and Members to maintain appropriate oversight of the Force.

 

Develop reports to Members to support effective engagement with Committees. Drive the risk management agenda with a focus on embedding risk management within the organisation and continuous controls improvement. 

 

Develop and manage the BTPA budget.

The successful Finance and Audit Manager will be required to evidence the following:

  • Qualified Accountant (ACA, ACCA, CIMA or equivalent)
  • Experience of audit (internal/external) and risk management processes, including all statutory requirements
  • Knowledge of internal controls
  • Strong communication and influencing skills with the ability to manage multiple stakeholders, and be able to present complex reports and information in high quality, concise and easy to understand formats
  • Critical thinking and problem-solving abilities
  • Strong sense of ownership and accountability
  • High level of Microsoft Office 365, especially Excel
  • Knowledge of the police, public sector and/or rail industry

BTPA has undertaken a review of Police Staff pensions and as a result of this the Police Staff pension will be changing. The current police staff pension is a Defined Benefit scheme which is administered by the Railways Pension scheme. The new pension scheme which is launching is a Defined Contribution scheme which is administered by Royal London. The new pension scheme is awaiting formal approval and an introductory date is not finalised. The earliest this will be is November 2022.
