A Local Resilience Manager is required for a permanent position paying up to £34,139.86 with British Transport Police (BTP) based in Leeds. The successful candidate will benefit from a blended working approach with a mixture of home and office working but will be expected to travel to other BTP locations on a regular basis. 

BTP is the national police Force for the rail network throughout Great Britain, including London Underground, across which we ensure the safety and security of nearly 3 billion passenger journeys and over 100 million tons of freight every year. The world in which we work is fast-paced, operationally and commercially demanding, and constantly changing. As a Local Resilience Manager with BTP, you will ensure BTP remain a resilient Force by the delivery of effective emergency planning, response and recovery (EPRR) and Business Continuity (BC). You will be able to work on varied and wide ranging projects, working with internal and external stakeholders to enhance BTP's processes and practices in line with statutory requirements and international standards. The post holder will be responsible for ensuring BTP is ready to respond to major incidents.

As Local Resilience Manager you will be required to:

  • Act as a tactical and operational level Emergency Procedures Advisor and National Inter-agency Liaison Officer (when trained) during incidents
  • Ensure that the organisation is embedded in training, testing and exercising and supporting multi-agency projects
  • Act as a Counter Terrorism Prepare officer, ensuring that all relevant plans and policies are accurate, robust and reflect national guidance in a single and multi-agency environment
  • Ensure the assessment, delivery and validation of robust continuity plans to critical areas of the organisation
  • In an incident support the BC Plan Owner in making efficient decisions on options and contingences
  • Provide high level specialist Emergency Preparedness and Risk Management advice and guidance to BTP management teams and external stakeholders
  • Develop a joint understanding of risk in relation to the railway industry and act to enhance other responding agencies awareness of railway-related risk and procedures
  • Building positive working relationships with organisations making up the LRF, sharing relevant information with them and enhancing the collaborative approach
  • Regular checks of equipment, vehicles, systems and personnel and implementation of early incident response support
  • Represent BTP at Local Resilience Forums, engaging with external stakeholders to promote a nuanced risk treatment

  • Equivalent experience or professional qualifications 
  • Proven experience of Emergency Planning within a Category 1 or 2 responder organisation or voluntary body 
  • Experience working with a local or borough resilience forum 
  • Experience of providing advice and guidance on emergency preparedness, business continuity and risk management 
  • Experience of planning table top and live exercises 
  • Good communications skills 
  • Flexible and adaptable with the ability to manage conflicting deadlines
  • Excellent knowledge and understanding of The Civil Contingencies Act 2004, JESIP, Local Resilience Forums, Business Continuity Doctrine and CONTEST strategy

BTP has undertaken a review of Police Staff pensions and as a result of this the Police Staff pension will be changing. The current police staff pension is a Defined Benefit scheme which is administered by the Railways Pension scheme. The new pension scheme which is launching is a Defined Contribution scheme which is administered by Royal London. The new pension scheme is awaiting formal approval and an introductory date is not finalised.
