British Transport Police (BTP) is a national force that plays a critical role in safeguarding the railway network in England, Scotland and Wales, including the London Underground. With over six million passenger journeys and more than 300,000 tonnes of freight being moved from depots to docks every day, this is a unique, highly-pressured and dynamic operational and commercial environment.

We are recruiting for a Superintendent as our Head of Professional Standards in what is a unique and interesting opportunity to shape professionalism across our force. Applications are welcomed from substantive Superintendents or from Chief Inspectors on promotion.

As Head of Professional Standards, you will lead the Professionalism function at force level to:

  • Drive the development of an internal culture that delivers the highest standards of honesty and integrity;
  • Provide visible leadership to the force on standards of professional behaviour, taking appropriate action to hold others to account throughout the force and at all levels;
  • Build strong links with Learning and Development and other relevant departments to ensure that lessons learned, trend analysis and recommendations from internal and external reports lead to swift and effective service improvements;
  • Build and maintain strong working relationships with key external and internal stakeholders, including BTPA, IOPC, the senior leadership team, Legal Services, People and Culture and other senior police managers to provide advice and guidance on Professional Standards matters and to identify opportunities to improve standards of behaviour and manage force risk;
  • Manage and report on the performance of the Professional Standards function, setting performance objectives, holding staff accountable for delivering these, and taking appropriate corrective action where necessary to ensure the delivery of functional objectives;
  • Identify and assign senior investigating officers, acting as statutory supervisor for serious cases of complaint or misconduct within the Force and on behalf of other Forces, including investigating complaints made against said Forces on behalf of the IOPC;
  • Develop and communicate Force Professional Standards strategy and associated policies that are aligned with the force’s strategic aims, priorities, and with the Code of Ethics to ensure Force-wide awareness of Professional Standards policy;
  • Lead as Gold / Silver commander where appropriate and required.

Although the role is predominantly based in our Force Headquarters in Camden, Central London, we do allow for agile working and you will also be expected to travel UK-wide on occasion so would welcome applications from a wide variety of candidates. We welcome applications from either substantive Superintendents or Chief Inspectors on promotion. 

Essential Criteria

Before the BTP progresses your application, consideration will be given to a number of initial eligibility criteria. Candidates must:

  • Be a substantive Superintendent or Chief Inspector having been in that rank for a period of at least 12 months
  • Have accreditation and experience in managing investigations to Professional Investigation Programme (PIP) Level 3;
  • Have a satisfactory PDR in the last performance year
  • Have no live written improvement notices under the Police (Performance) Regulations 2015 or reduction in rank under Unsatisfactory Performance Procedures (UPP) in the previous 18 month and have no live written warnings, final written warnings or extended final written warnings issued under the BTP Police (Conduct) Regs 2015 (Note – a finding of misconduct but where no separate penalty is applied does not debar an officer from participating);
  • Have completed all mandatory training (NB: officers whose mandatory training is out of date will be able to participate in assessments. However, if successful, posting will not be confirmed until this training is complete and they are able to return to full duty).
  • Additional basic eligibility criteria will be confirmed prior to and during the application process. Applicants with a criminal record will be reviewed on a case by case basis, but may be rejected from the process dependent on the date and nature of the conviction.
