An INTELLIGENCE DEVELOPMENT OFFICER is required for a PERMANENT CONTRACT role paying £25,707.23 plus £2495 London Allowance with British Transport Police (BTP) based in LONDON.

BTP is the national police Force for Britain’s rail network. Every day we ensure the safety and security of over six million passengers and railway staff throughout England, Scotland and Wales. As INTELLIGENCE DEVELOPMENT OFFICER with BTP you will support several functions the Confidential Unit (CU) is to reduce crime and disorder impacting the railway by enhancing BTP’s capability to tackle organised criminality through effective intelligence led policing and sensitive techniques. The Confidential Unit performs a number of key functions as outlined below:

Direct acquisition, scan, assess and receive sensitive intelligence in support of Force and National Policing Priorities.

Provide intelligence development and analytical support to the development and live stages of agreed cases and investigations.

Provide a covert advice facility to assist in identifying the most suited and appropriate covert techniques. Secure the acquisition and provide overall management of intrusive equities.

Provide strategic oversight of all Force operational and covert activity; de-conflict covert activity.

Provide a 24/7 on call and spoc capability in the management of sensitive intelligence for high risk and fast time intelligence matters (e.g. threats to life, serious harm, crimes in actions, critical risk, firearms reporting).

Contribute to the assessment of organised crime through the provision of tactical and strategic intelligence products and OCG mapping (covert only).

Optimise flows of intelligence through developing and sustaining a broad range of contacts and relationships. As INTELLIGENCE DEVELOPMENT OFFICER you will be required to:

• Intelligence Handling – To assess and handle sensitive intelligence products, including time sensitive intelligence, in accordance with the legislation, security classification and operating procedures of the originating agency/covert equity, and to manage the risk and dissemination of such product. To utilise knowledge and skills to validate, research and sanitise sensitive material, ensuring intelligence is briefed whilst minimising risk.

• Commissioning Covert Services – To support proactive and reactive operations through developing an understanding of the operational case and briefing CU management on appropriate covert tactics to further operational development; to develop and brief the intelligence case, task and brief intelligence suppliers and to mitigate the risk of operational compromise via de-confliction activities.

• Operational support – Divisional spoc for Lawful Interception (LI) and intrusive capabilities; responsibilities include preparation of warrantry, management of product in line with legislation and Home Office guidelines; researching internal / external systems and where appropriate liaising with partners to parallel source and brief sensitive intelligence; complying with disclosure requirements within the Preston and CPIA processes.

The successful INTELLIGENCE DEVELOPMENT OFFICER will be required to evidence the following skills:

• Communication: Communicates in a clear and concise manner. The post holder will be expected to attend operational meetings and to brief / debrief relevant stakeholders. Ability to prepare operational briefings to a high standard, tailored to the audience/business need.

• Team work and partnerships: Ability to build and maintain positive relationships with colleagues, partners and customers. The post holder will be expected to use their interpersonal skills to build & sustain relationships across the Force and within the national Confidential Unit network, and to work alongside the team to achieve outcomes and support two way exchange of intelligence.

• Problem solving: Effective problem solving skills and an inquisitive mind. Ability to understand and assess the operational picture, pursue new lines of enquiry, field enquiries and/or research to enhance the intelligence picture; ability to identify intelligence/evidential gaps and recommend suitable techniques to close gaps.
