Business & Information Assurance Manager is required on a Permanent contract paying £33,438.11 per annum plus £2,634.25 London Allowance with British Transport Police (BTP) based in our Force Headquarters in London (NW1).

BTP is the national police Force for Britain’s rail network. Every day we ensure the safety and security of over six million passengers and railway staff throughout England, Scotland and Wales. As a Business & Information Assurance Manager within BTP's Special Branch (responsible for Counter Terrorism and Domestic Extremism matters) you will provide a single means by which the BTP Information Asset Owner (ACC Specialist Operations) and the CTPHQ Senior Responsible Officer can be assured that ‘Threat, Harm, Opportunity and Risk’ is identified, handled and managed in a consistent and effective manner, and that steps are taken to ensure that the CT Network's Information Assets are kept secure.

The post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo Developed Vetting (DV) before taking up the post. Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access but in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not meet the nationality requirements or hold or acquire Developed Vetting (DV) clearance cannot be offered the post. As a Business & Information Assurance Manager you will be required to:

  • Provide assurance, on behalf of the Head of Special Branch and ACC (Specialist Operations), that policies and procedures are consistently applied and local mechanisms are in place to continually monitor compliance; 
  • Ensure Intelligence Management Unit (IMU) compliance with NSIM, IHM, Access and Visibility (‘Dare to Share’ principles), Multi – Equity, RRD and other relevant policies; 
  • Ensure that information and intelligence is being assessed and managed consistently and within the prescribed time frames; 
  • Conduct peer reviews of decision-making and associated rationales to ensure that the correct outcome is determined and recorded with sufficient detail; 
  • Ensure that audited data is collated and recorded onto the Regional workbook templates on a monthly basis (Housekeeping); 
  • Provide a regular presence across SB estate to drive consistency and standards; 
  • Capture and communicating best practice developed within the BTP for the benefit of the CT/DE Network; 
  • Produce management information in relation to business assurance activity and findings; 
  • Identify and address any local performance issues as appropriate; 
  • Ensure that Emerging and Residual Threat (ERT), Residual Subjects of Interest (RSOI) and locally managed nominals are effectively managed through ‘triggered reviews’ in line with the National Framework; 
  • Attend BA Workshops as the BTP representative;
  • Undertake security reviews, with the assistance of the BTP OPSY and CTP HQ IA team, and implement subsequent security recommendations.

The successful Business & Information Assurance Manager will be required to evidence the following skills/experience:

  • Substantial evidenced experience in a police CT intelligence unit;
  • Evidenced experience of the application of the Intelligence Handling Model;
  • Experience of handling and managing sensitive intelligence;
  • Completed Core and Assessor courses for the use of the National Common Intelligence Application (NCIA);
  • Trained in the use of the National Indexing Standards and Procedures (NISAP);
  • Thorough understanding of existing priorities, threats and risks and, a solid thematic understanding of the issues confronting the CT/DE Network; 
  • Knowledge of CT policing and its different proactive and reactive functions; 
  • Knowledge of the Government Classification Scheme and associated policies.
